Manchester Police held an awards ceremony to recognize officers for outstanding service above and beyond the call of duty.

The Honorable Service Medal was presented to Officer Robert Bifsha in recognition of his outstanding performance of duty.

For several weeks during the fall of 2016, Officer Robert Bifsha monitored activity at a suspected drug house and had made several stops he believed to be related to drug activity at the address. Just after midnight on October 3, 2016, Officer Bifsha observed a vehicle that had stopped at the address on prior occasions. When the vehicle drove away, Officer Bifsha followed and subsequently stopped the vehicle.

Officer Bifsha took the driver into custody on an unrelated arrest warrant for a drug offense. As a result of information obtained at the time of this stop, Officer Bifsha seized the vehicle and obtained a search warrant. The search of the vehicle located quantities of heroin and crack cocaine, drug dealing paraphernalia, and four guns with related ammunition. Two of the firearms were later determined to have been stolen. Officer Bifsha then completed warrants for multiple felony charges.

Officer Bifsha displayed exceptional work. His resolve in formulating a proactive plan to monitor a suspected drug house during his shift and then take steps to enforce even minor violations that appeared related to the address demonstrated tremendous initiative.
